When it first appeared on the PlayStation, the Resident Evil series was about exploration and scares. As the years have passed, the series has changed into more of a third-person shooter. Resident Evil 4 and 5 exemplify this transformation into more of a shooter than a survival-horror game. Now, Operation Raccoon City takes the biggest step toward third-person shooter territory ever, while not neglecting the past.

As you walk outside, you see a bright, cloudless sky that stretches from peak to peak. The snowy mountains cutting short the endless vista you would otherwise be able to look out upon. Ascending the nearest mountain, you are attacked by bandits, whom you quickly dispatch with fireballs and arrows. Climbing higher still, you hear a loud roar as you come across a clearing with a large stone building in it. Alighted atop the topmost tower is a dragon. It sees you and swoops down to attack. Puzzle Agent 2 is exactly what you might think it is from the title. A game with puzzles, perhaps a federal agent, and possibly even the second in a series. All of this is true, as Nelson Tethers is an FBI agent assigned to the Puzzle Research Division and this is his second adventure.
